While I cannot say exact minimum specifications that are supported, EQWatcher should be fine with:

• 600MHz processor
• Windows 98/ME/2000/XP or higher
• Sound card (recommended with multiple waveout device support)
• 5MB free hard drive space
• 64MB RAM (note: EQWatcher Evolution uses less than 2MB itself.)
• Microsoft SAPI for Text-to-Speech (TTS) is optional  128MB RAM or higher recommended for Text-to-Speech)
• Microsoft Agent for Text-to-Speech (TTS) is optional (128MB RAM or higher recommended for Text-to-Speech)
